Our External Relations Department is seeking a Program Manager, Intergovernment Relations who will, working closely with the General Manager, External Relations, lead the development and implementation of critical intergovernmental and interagency strategies to effectively engage with other levels of government and their agencies in support of Metro Vancouver regional priorities.
 
You are: a dynamic leader with a demonstrated acumen for the intricacies of the Canadian political landscape, adept at anticipating and assessing emerging issues and opportunities, with strong interpersonal and communication skills, considerable initiative, political sensitivity and judgment matched with a strong understanding of the objectives of Metro Vancouver and its members.
 
The Program Manager, Intergovernment Relations reports to the General Manager, External Relations and falls within our Professional / Technical, Level 4B job family.
 
This role:
  • Manages the intergovernmental relations program.  Provides strategic and tactical communication advice to Metro Vancouver’s staff and elected officials and their counterparts at provincial and federal ministries, departments and agencies to advance the achievement of corporate and Board strategic priorities, enhance the organization’s reputation, and secure funding commitments.  Acts as a specialist/resource for the organization on intergovernmental relations. 
  • Cultivates and manages strong interagency relationships with member municipalities and key internal / external stakeholders. Develops proactive strategies and tactics to influence stakeholder understanding of and support for corporate policies, projects and initiatives.
  • Provides strategic, politically sound advice to the External Relations General Manager, CAO, elected officials, senior management and staff for stakeholder interactions.
  • Prepares and provides detailed briefing notes and background information prior to scheduling meetings with key stakeholders. Ensures timely follow up after all meetings ensuring actions discussed are completed in an effective and efficient manner.
  • Prepares, maintains, and executes board reports and proactive strategic intergovernmental plans in order to build confidence in the organization. Prepares comprehensive speaking notes and key messages for elected officials and senior management for a variety of public engagement events including Boards of Trade, FCM, UBCM, stakeholder events, business community and conferences.
  • Develops detailed strategies for intergovernmental and interagency engagement and monitors results from ongoing communications activities. Identifies available sources of provincial and federal government funding for capital projects and facilitates and submits proposals on behalf of Metro Vancouver’s internal working groups.
  • Monitors the political landscape for relevant policy developments or legislative changes at both the federal and provincial levels that may impact Metro Vancouver and assists in the development of appropriate policy responses.
  • Monitors current events and social media at the local, provincial, and national level anticipating and assessing emerging issues and opportunities. Responds in a timely manner to new legislative and regulatory decisions and maintains regular contact with key positions in Metro Vancouver, Victoria, and Ottawa.
  • Develops the annual work plan and may contribute to preparing departmental / division budgets and works with the General Manager to monitor and control spending to ensure the effective and efficient expenditure of allocated funds.
  • Performs other related duties as required.

Qualifications

To be successful, you have:
  • 15 years of recent, related progressive experience supplemented by a university degree in public administration, political science, business, economics or other related discipline; or an equivalent combination of training and experience.
  • Sound knowledge of best practices for management and engagement of intergovernmental strategies and management of significant issues and communications strategies. 
  • Sound ability to provide strategic and tactical communications advice and create and execute action plans for intergovernmental strategies. 
  • Ability to work under broad direction and use significant independent judgment to problem solve when more than one option is possible. Ability to identify opportunities to address emerging needs.
  • Excellent oral and written communication skills, including the ability to effectively listen, persuade others, and support the resolution of problems. Handles politically charged situations adeptly and smoothly.
  • Excellent attention to detail and flexibility to adjust to rapidly changing circumstances. 
  • Ability to build and maintain effective working relationships with internal and external contacts under circumstances that may be highly political and sensitive.
  • Ability to establish clear expectations and effectively resolve differences in sometimes highly adversarial situations.
  • Ability to meet timelines and objectives under considerable pressure and constraints; demonstrates persistence in overcoming obstacles. 
  • Ability to analyze, interpret and make recommendations on complex issues.
  • Strong organizational skills including the ability to meet timelines and objectives requiring persistence to overcome obstacles.
  • Proficiency using Microsoft office programs, including Word, Excel, and Outlook.
  • Valid BC Class 5 Driver’s License.
